We cannot tell you whether $4.72 a square foot for baseboard is the going rate. We can tell you whether the estimate splits mitigation from reconstruction, carries a moisture log, names the water category, and asks you to assign benefits on the doorstep.

How do I know if a restoration estimate is fair?
Read it as two invoices, with a moisture log, a water category, unit prices you can see, and no assignment of benefits signed on the doorstep. Fairness of a unit price is a different question we cannot answer without a market index we do not have.
What is an assignment of benefits?
A document that transfers your right to the insurance payout to the contractor. Legal in most places, abused in some, restricted in several states. Read it. A work authorisation is a different paper.
Is a supplement a red flag?
No. Damage behind finishes is found after demolition. Supplements with documentation are normal.
