Sudden supply-line water is usually a homeowners peril. Flood is usually not. Sewer backup is usually an endorsement. Gradual seepage is usually excluded. This page names the bucket. Only the policy and the carrier decide.

Flood ≠ HO-3 water from outside is a different policy Standard homeowners policies generally exclude flood. Separate cover is commonly written through the National Flood Insurance Program. A restorer cannot convert an excluded peril into a covered one.

Pick what happened. A burst supply line is typically covered as sudden accidental discharge. Overflow from an appliance, if sudden, is typically covered. Usually not on a homeowners policy. Flood is a separate policy, often through NFIP.
Is sewer backup covered?
Typically only with a backup endorsement. It is easy to miss on the declarations page and expensive to discover after a backup.
Should I call a restorer before the insurer?
You have a duty to mitigate further damage. Reasonable emergency steps are expected. Calling a restorer is not the same as assigning your benefits. Be slow about that document.
